A crass and trite cop thriller which opportunistically opens with a scene based on the Rodney King case before segueing into a less interesting series of murders. Babyfaced C. Thomas Howell, who looks more like a hard-boiled boy scout than a homicide dick, is partnered by Lezlie Deane (the Jodie Foster lookalike from Freddy's Dead) as he tries to figure out who is slaughtering a succession of crooked cops. For the one millionth time, the killer turns out to be the almost-familiar cast member who plays the man-of-integrity authority figure.
