Chancellor Gordon Brown is proposing to make pensioners exempt from paying for TV licences. He proposes that funding comes by levying a 10p tax on video rentals. Whitehall sources have told of a major investigation into BBC funding and this is currently his favourite option. Pensioners and cable operators must be rubbing their hands with glee.
