Yes, as you already glimpsed in the first pics from Breaking Dawn Part 2, Bella is now a vampire and has the ruby-red eyes to prove it. Does this mean she's a bloodsucker? Well, as readers of the book will know, it is typical of a newborn vampire and not necessarily a sign that she's been biting human necks. Edward and Jacob look, er, much as ever really.
