According to the website, the 'first come, first served' aspect relates to getting the tickets on the website. It does say if you are unable to attend you should let them know. In their FAQ section they say that they only have set ticket allocations to give out, and once it's gone it's gone! I guess if there are still tickets available after the weekend, then chances are that something is up, but I would look for these to 'sell out' soon! More

It's part of the viral campaign for The Dark Knight Rises and concerns Dr Leonid Pavel, played by Alon Aboutboul. There is also a mock up of a photocopied wanted poster to go with it.

I've never found these viral campaigns and teasers exciting, in the end the movie will still come out and unlocking a dimly lit photo of Batman's knee won't change your viewing experience... I just don't understand how people get so worked up over these things. More

Okay I take back my comment that it couldn't be TDKR. I really do want it to be TDKR btw. This stuff always make me so anxious to see the movie I just go crazy. I know, I'm nuts. Plus it seems kind of silly to go viral with things if they only just started shooting Skyfall. So any anticipation build right now would be useless once the movie's actually out.

Doesnt do anything though unfortunately!
One popular theory was that you take both documents and use the black bars together, perhaps to show words, or create a new image or barcode. But they could easily have been trolls too.. More

Because Nolan I think would only use excisting characters from the DC comics universe and if you google the name Pavel, there aren't any hits, apart from links to this document about a hundred times.
