As far as I know (caveat emptor), filming people without their knowledge as long as YOU are in a public space and not interfering in any of your subject's private space (so if you've broken into their house and are hiding in the bedroom cupboard, filming through the slats - that WOULD be illegal), then it is not illegal - this is, after all, how CCTV works. HOWEVER you MUST seek their (and anyone else who you capture in the same footage/photos) WRITTEN permission if you then plan to use the footage/photos in any public arena, otherwise you would at least have to pixellate their faces, maybe disguise their voices, or possibly (if everyone says no) bin the whole lot. That's how hidden camera type shows work, anyway. Otherwise, what rich and Cloud Cuckoo said - we are not experts in covert filming.
