Whedon doesn't get involved in anything unless he creates, produces and writes it himself. Apart from The Avengers. He created the film out of nowhere from the source material. So what's to stop him creating a premise for a tv show from the same source material? He wrote, produced and directed Avengers. Whedon wants to be involved in everything he creates. If he creates a premise for a TV show, he most certainly will stay on as show runner, writer, director etc. Which will takeover his time to do the projects The Avengers has leveraged/helped him to do. He'll do Avengers 2 and be done with Marvel (hopefully).
