Should I start watching from episode 1 season 1 or wheres the best place to start ?

No please start from S3E7 as you would with any TV show. Watching pilots is so 2004.

Actually with Parks and Rec I'd recommend starting with the second season and then going back and watching the first season when you're done, so it's not that silly of a question.

Parks and Rec is a comedy. I'd advise anyone to skip the first two seasons of South Park. Shows like Castle and Bones you can watch sporadically. You can't skip a single episode of a non-episodic drama.
