The 'fire bat' logo on the DK poster was, imo a visual representation calling the bat signal to mind: the bat signal draws Batman out to do his work. The actions of the Joker (some poeple just want to see the world burn), visualised via metaphorical twist on the bat signal, trying to draw him out to a showdown. The story of the film in a symbol, not a literal form There are various things that spring to mind for the new poster. Gotham crumbling without batman, is one. More likely I think is Gotham crumbling/Gotham in darkness and the (at present) fugitive/hated batman is the light the city needs. When Gotham realises this, The Dark Knight Rises (in their estimation). Slightly religious overtones (people look to the heavens for a saviour, and in this image of dark decay and destruction, the 'saviour' is Batman). Or, more simply, this is a more literally a depiction of the bat symbol, with Gotham crying out to be saved (ie the story hint being that the iconography of that signal we know so well will finally be completed by this film, a redemption after the smashing of the bat symbol at the end of the last one).
