A witch's tit is a slang term for the top of a mountain, because of the shape, which is usually covered in snow and cold. Whoa! I made that one up. Sounds plausible though. Sounds very plausible, and much better than the supposed origin of the saying in which "cold" has the sense of lacking emotion as opposed to low temperature. Apparently t's all to do with witches only using their teats to suckle their familiars, and therefore they do so without the warmth of maternal attachment.
