My method is to create a new snow layer the size of the image (there are plenty of tutorials on how to do this). Then I copy this 4 times and arrange it into a bigger square (ie. four times bigger than the canvas) then merge these into one layer. Then place the snow layer so that the bottom right quarter is visible in the image. Make a new frame and re-position the snow frame so that only the top left quarter is in view. Then click on the tween button and add in new frames, the more frames you add the slower the snow will be falling. When you're done make sure to delete the first or last frame or else the snow will look the same in 2 consecutive frames, making it judder. This method gives you diagonal snow, but you can have straight down falling snow with just 2 copies of the original snow layer, one on top of the other. That's probably confusing, and I would add images to make it clearer but I'm not at home right now.
