With regards to the more surreal and violent scenes (the Korean man's talking severed head, the infamous 'castration' involving garden shears), I think they were included just for the purpose of shock. Gregg Araki is well known for doing that and taking a subversive attitude to his films, such as in Nowhere and Totally Fucked Up, where he even described the former as "a Beverly Hills 90120 episode on acid".
