Sal Maroni is trying to take over as head of the mob, but Black Mask is slowly doing the same. Black Mask is in cahoots with The Penguin to flood Gotham with more guns. Black Mask and Maroni are battling it out, but The Joker is causing chaos, killing key figures about town and infuriating both potential mob bosses. He is a demented serial killer who is driving both the mob and the police nuts. Batman and Gordon are trying to find The Joker and put a stop to his killings, and they link up with Harvey Dent. Dent is dating Rachel Dawes. Rachel is killed early in the film by The Joker, giving Batman a more personal vendetta and beginning Dent's descent. Then you have Vicky Vale investigating Roman Sionis (nobody knows he is Black Mask), which puts her in danger and leads to a relationship between Vale and Wayne, with a personal feud between Sionis and Wayne occuring (both not realising they're fighting as Black Mask and Batman). By the end you have Black Mask installed as the mob boss (showing that the 'freaks' are here to stay), The Joker locked up in Arkham Asylum and Harvey Dent scarred by Sal Maroni. Batman gets a personal success in locking up Rachel's killer, but fails to protect his friend Harvey Dent. As for Vicki Vale, Wayne should choose to end things with her in order to protect her.
