While not strictly superpowered, Ozymandias is possessed of extraordinary intelligence - though he decided to become a superhero after eating a ball of hashish, so he's not that bright. Disillusioned by the ineffectiveness of heroes against the world's evils, he retires and uses his image to make himself a fortune. He uses that fortune to fund a number of genetic experiments, including creating his own mutant lynx, Bubastis. Is a bit of a pompous arse.
