But if you need ice cool you might as well get Samuel L Jackson to provide the voice and create a character who slides in, skates (literal and figurative) rings around everyone and slides straight out again. Frozone reaching for a glass of water while pinned by the cops is a reference to the moment in Die Hard With A Vengeance when Jackson reaches for a phone in the same situation.
