No it is not Sauron and its not his mouthpiece. The Mouth Of Sauron is some sort of emissary/general, like the Witch King of Angmar, he has been corrupted by Sauron. The Mouth was a Black Numenorian who pledged loyalty to the Dark Lord years ago. Many Black Numenorians joined Sauron in the Second Age, I think The Mouth is the only one left in the Third Age.
