It's all just speculation, but the press reported a power struggle between Eon and MGM over Bond, with the latter chasing a star and the former arguing for an unknown. Jackman was variously reportedly as keen or worried about typecasting, and eventually the role went to Craig.

McMahon was definitely in consideration, and said that the decision to take the role would be a "no-brainer", leaving him as one of the last contenders for the role. He lost out, however, to Craig.
