That's Dr. Victor Fries to you. His wife was struck down by an incurable disease, which drove him to try to put her in suspended animation until a treatment could be developed. An accident during the process, however, caused his DNA to mutate so that his body could only function below freezing point, forcing him to wear a cold suit at all times.

Would he work in Nolan's world?
For starters, there'd be a lot of difficulty getting audiences over the image of Arnold 'You're not taking me to the cooler' Schwarzenegger in Batman and Robin. Also, he's probably too science-fictiony for this iteration of Batman. We can't imagine any way he'd fit.
